Generally, C1 and C2 levels on the CEFR are considered fluent in German.

C2 (Proficiency): This is the highest level of proficiency. You can understand with ease virtually everything heard or read. You can express yourself fluently and spontaneously without virtually any obvious searching for expressions.
While B2 can also be considered fluent for some purposes, C1 and C2 represent a level of fluency that allows for near-native communication and effortless understanding in most situations.
